Have the ability to add a custom Parent Page from all administration entries, or at least add a custom URL option, for entries like "edit.php?post_type=page".

This was shipped in ACF 6.2.1

100% - this is vital in order to create Settings/Options pages for Custom Post Types and nest the setting inside the same menu as the CPT.
